My Programme: Six Priorities for Papenburg

Six priorities, six clear promises. From the economy to healthcare to administration, this is where you can hold me accountable.

Sabrina Wendt

A campaign programme does not belong in a drawer, it belongs on the table. Here are my six priorities for Papenburg. Each one comes with a concrete promise that you can hold me accountable for.

1. Economy and a future-ready location

Papenburg thrives on a strong economy. The Meyer Werft with around 3,300 employees and over 230 years of shipbuilding, plus trades, retail and tourism. My goal: four business relocations per year, each with at least ten jobs, together with the fully developed future location Value Port covering 81 hectares. And my firm commitment: one dedicated contact person for every business, from the first enquiry to the final approval.

2. Housing and a lively city

Anyone who wants to live in Papenburg needs affordable space to call home. My plan: 250 building plots always in reserve. On top of that, a lively centre instead of vacancies, with more quality of stay in the city centre. I will bring this forward step by step together with the council.

3. Family, children and education

Families deserve reliable childcare and good schools. I am committed to more daycare places, flexible care hours and modern schools. So that both parents can go to work if they choose to, and children in Papenburg have the best possible start.

4. Health and ageing well

Medical care is the greatest concern for many people in Papenburg. 16 general practitioner positions are unfilled (as of December 2025), and up to 27,000 people have no regular family doctor. I am building on the Campus Papenburg, which since 2021 has trained around 30 Physician Assistants a year, and I am turning the city into an active partner in attracting new doctors.

5. Volunteering, participation and culture

Volunteering is the heart of Papenburg. Clubs, fire brigades and initiatives hold this city together. My commitment: 50 business and club visits a year, firmly in the calendar and not just during the campaign. On top of that, the Bürgervotum, through which you yourself help decide which topics rise to the top of the agenda.

6. Administration and a Digital Papenburg

An administration works for you, not the other way around. I want faster answers, digital citizen services and participation in every Ortsteil. And every year I will present a public priorities and cost report, so you can see where your money goes.

More green space, heat protection and a climate action concept with the target year 2030 run through all six fields. You will find all priorities in detail on my Priorities page.
