Papenburg is heavily reliant on one major employer. The crisis at the Meyer shipyard has shown just how vulnerable this makes the town. At the same time, the number of new development plans approved each year has fallen significantly. Where land and planning processes are at a standstill, not a single new job is created.

- › Faster approvals for standard cases; a clear response within a short time, even if it is a ‘no’.
